Cuando en 1957 los Estados fundadores de la Comunidad Europea firmaron el Tratado de Roma, no establecieron entre sus objetivos ninguna referencia a una política de consumo, lo cual no puede resultar demasiado extraño, si tenemos en cuenta que el concepto de "consumidor" como sujeto de unos derechos aparece por vez primera en un discurso pronunciado por el Presidente norteamericano Kennedy en 1962.
